Carlotta Harrell, Secretary / Treasurer
Carlotta Harrell was appointed to the Henry County Water Authority (HCWA) Board of Directors by Henry County Commissioner Bruce Holmes to represent the citizens of District 5, beginning in January of 2013. Harrell brings diverse and extensive professional experience to her public service on the Water Authority Board.
She currently serves as Chief of Staff for Henry County Commissioner Bruce Holmes, where she directs his administrative, operational and economic development activities for District 5.
She continues to provide consulting services as a Project Manager for The Georgia Conference of Black Mayors (GCBM), assisting mayors and cities with grant research and funding sources, public private partnership opportunities and economic development, strategic organization and planning, budgeting and finance, as well as human resources related issues.
In addition, Harrell has spent several years consulting with additional government entities, agencies and non-profit organizations, helping them create and organize economic development opportunities, primarily through public private partnerships. These relationships enabled her to assist her clients to garner and generate funding for affordable housing, commercial and mixed-use developments, as well as small business development initiatives and retention plans, again with the use of a variety of public and private funding sources.
Prior to her work in project management and consulting for various governments and communities, she served 20 years in law enforcement in the State of Georgia, including areas that including investigations and upper management.
Harrell says she wants to continue to place infrastructure as a top priority for assuring smart growth in economic development for Henry County, noting her service on the Water Authority Board is an ideal means for doing so, in addition to her role as Vice Chair of the Henry County SPLOST V Committee.
“I want to continue the great work the Water Authority has done thus far in making sure that the residents of Henry County have clean drinking water, while preserving our environment and maintaining fiscally responsible stewardship of public funds,” she says.
In addition to serving as a valuable liaison between the HCWA and the Henry County SPLOST Committee, Harrell has brought fresh ideas to the HCWA during her tenure on the Board thus far. She proposed the Authority initiate a Charitable Assistance Program, or “round-up” program, so customers in need or in transition might receive help in paying their utility bills.
Harrell has additional civic and community interests as well. She served as a Committee Member for the Get Georgia Reading Literacy Program. She currently serves on the Greater Piney Grove CDC as a Board Secretary; she is on Commissioner Bruce Holmes’ Youth Foundation as Board Assistant Treasurer; and she has been active in the Forest Park Minister’s Association as an Executive Board Member. Harrell is in the American Business Women’s Association and is a member of the “Delta Sigma Theta Sorority, Inc.
Harrell is married to retired DeKalb County Assistant Police Chief Kennis Harrell, and she and her husband have three children and four grandsons. They are members of The Greater Piney Grove Baptist Church in Atlanta, where Harrell serves on the Deaconess Board.
