Schedule of Rates, Fees, and Penalties
Rates take effect on 10/01/24 and will be reflected on November billing statements.
Monthly charges to HCWA customers for water and sewer services generally consist of a monthly base charge, calculated according to the size of a customer’s residential, irrigation, or commercial water meter; plus, a volume charge applied to the monthly water consumption. The water and sewer rates for all residential and business customers inside Henry County are uniform, with charges to customers outside of Henry County multiplied by a factor of 1.25%.
Volume Charges: To offer our customers a financial incentive for water conservation, water and sewer volumetric rates have a tiered structure. This is a regulatory requirement for all utilities operating within the Metropolitan North Georgia Water Planning District. However, regardless of your monthly total consumption, we encourage all customers to check for household leaks periodically and to use water wisely, indoors and outdoors.

IMPACT FEES
The Henry County Water Authority has adopted impact fees to ensure that adequate public facilities are available to serve new growth and development in Henry County and to ensure that new growth and development bears a proportionate share of the cost of new public facilities needed to serve them.
As of 1/1/24, both Residential and Commercial Impact Fees increased. Click here for current fees.

All card payments over $300.00 made in person/over the phone will incur a 2.95% convenience fee. Please note that HCWA uses an automated system to process checks so all mailed payments MUST include the payment STUB located at the bottom of your bill. Payments must be RECEIVED, NOT POSTMARKED, BY THE END OF BUSINESS ON THE DUE DATE to avoid a 10% late charge. Please allow 7-10 business days for delivery. Failure to receive a bill does not exempt customers from late charges. Bills in dispute must be submitted within 30 days from the bill date.

PERMIT FEES
HCWA Engineering Division charges a permit fee for the plan review and subsequent site inspection of water distribution, watershed protection, and sanitary sewerage systems. These services are for newly installed water lines, sanitary sewer lines, force mains, lift stations, and appurtenances for new developments.
To obtain plan review, inspection of proposed infrastructure, or related Engineering services of the HCWA, local developers must pay the appropriate permit fees, which vary according to the size and scope of the development.
Approved plans and a pre-construction conference with HCWA's Engineering staff are required prior to the installation of any proposed lines that are to be dedicated to the HCWA system.
HCWA requires one copy of plans for original submittal. Four copies are typically required for final approval. Projects within other jurisdictions, that require services from HCWA, are required to submit plans separately to HCWA.
